What a policy score predicts, and what a cohort actually met

MIPEX scores integration policy as written, IMPIC scores how restrictive immigration law is, and the Migration Governance Indicators describe governance qualitatively. Each reads a country from the top down.

The Liminality Index reads it from the counter up: what a cohort met when it tried to use what the law already grants. Where the two disagree, the difference is the implementation gap.

Reference figures are recorded with their citation and shown beside each reading. Lx is exploratory, cohort-level and not used to rank countries.
